Who We Are
Car Bills Explained is made by Esmeralda and Rolando Cornejo of Top Rank ROI LLC. We explain the paperwork that comes with a car (the auto loan, the insurance policy and any service contract) using official sources such as the CFPB, the FTC, the NAIC and state insurance departments. We are not an insurer, lender, broker, agent or dealer, and we don’t sell insurance, loans or service contracts.
Why we made this site
Buying, financing and insuring a car means signing a lot of paper in a short time, often at the end of a long day at a dealership. The rules that protect you are public, but they are spread across federal agencies, state insurance departments and DMVs, and much of the free help online comes from companies that earn money when you buy a policy, a loan or a service contract. We built Car Bills Explained to explain what each document says, what is required and what is optional, and where to check the official rule yourself.
What we cover
- Auto loan offers: APR, amount financed, finance charge, term and total of payments, and how to compare offers.
- Car insurance: what liability, collision, comprehensive, uninsured motorist and other coverages pay for, and how to find your state’s minimum.
- Service contracts (often called extended warranties), GAP and other add-ons: what they are, when they are optional and how cancellation works.
- Free credit reports, complaints to state insurance departments and the CFPB, and warranty scam calls.
- State programs and rules, labeled by state (for example, California’s Low Cost Auto Insurance Program).
What we don’t do
- We don’t give insurance, legal or financial advice for your situation. We explain the rules and link the source; a licensed professional can apply them to you.
- We are not an insurance company, agent or broker, a lender or loan broker, a dealer, or a service contract seller.
- We don’t sell or quote policies, loans or service contracts, and we don’t sell your information as leads to anyone who does.
- We may earn money from labeled ads and, on some pages, a commission from labeled links, at no extra cost to you. Any paid link is labeled next to the link, and money never changes our facts or sources. See our Advertising & Affiliate Disclosure.
- Our guides explain how products work rather than telling you which company to choose. If we ever compare specific companies or tools, we’ll explain how we chose them and label any paid link.
- We don’t promise savings, approval or coverage.
Our mission
We only speak the truth. We only help within the category we cover. We always cite our sources, and we’re friendly and easy to do business with. Our objective is to help you find a better alternative, or to confirm that your present choice is already your best choice. We’re creative in how we explain things, but we never exaggerate: we say only what’s true, and nothing misleading or unverified.
How we use AI here
We use AI tools to help research, outline and draft. A person checks every fact against its source before anything is published, and each guide lists its sources with the date we checked them. Our illustrations are made with AI tools and labeled “Illustrative image”; they show blank paperwork and no real people, brands or license plates. Any future synthetic narration will speak for the brand, not as a human expert.

Car Bills Explained is not an insurance company, lender, broker, agent or dealer, and we don’t sell policies, loans or service contracts. Rules, prices and coverage vary by state and by company, so read your own documents, check the official agency we link, or ask a licensed professional before you act. We may earn money from labeled ads and labeled affiliate links; that never changes our facts or sources.
